高雄氣爆爆出地底管線危機，但這些管線到底是什麼時候鋪設的？24年前的高雄市政府公文曝光，當時副總統吳敦義還在高雄市長任內，批准中油在凱旋路、一心路、三多路埋設管線，地點和氣爆區完全符合。更誇張的是，這些管線24年來竟然都沒有人負責檢測。
