摘要：有公務人員上班打混，卻靠筆試，取得升官資格。為了處理這個亂象，考選部提出：公務人員升官等考試法修正案。計畫廢止公務人員簡任官"升官等"考試。而一旦修法通過，公務人員想升官，就不能只靠考試了，而必須通過升官等訓練。
